Both will work from Denver headquarters, supporting client-facing teams across EnCon’s divisions, including Atlanta Structural Concrete, EnCon Colorado, Stresscon, and TPAC. Shelley Hartnett:
Senior Vice President of Business Development

Hartnett rejoins EnCon after a distinguished career spanning over 30 years in the architecture, engineering, and construction (AEC) sector. Previously serving as EnCon’s Director of Business Development for six years, she brings extensive experience from roles at Vanir Construction Management and JE Dunn Construction. Known for her ability to cultivate client relationships and lead high-performing teams, Hartnett’s reappointment underscores EnCon’s commitment to expanding its market presence and fostering industry connections. Her leadership will focus on driving growth strategies and leveraging her network of key stakeholders across the Rocky Mountain region and beyond.

Dave Mahan:
Senior Vice President of Organizational Development

Mahan returns after a brief four-month retirement, bringing over four decades of expertise in precast concrete and steel industries. His career spans roles in detailing, quality control, project management, estimating, sales, business development, and executive leadership. Having previously served as TPAC’s VP of Sales and Project Management, Mahan’s leadership will now focus on instilling client-centric values—such as trust, service, and integrity—across EnCon’s teams. His emphasis on mentorship and organizational standards aims to align subsidiary operations with EnCon’s core mission and values as he oversees all project management and preconstruction/sales efforts for EnCon Subsidiaries.
